Grant Third-Party Administrator (TPA) Access in Washington
A Third-Party Administrator (TPA) is an external organization or service provider that manages payroll and employee benefits on behalf of a company. To comply with Washington state regulations, 7shifts Payroll customers may need to grant Check (our payroll processing partner) TPA access to the Washington Department of Labor & Industries for amendments. This enables Check to handle payroll-related communications directly with the department on your behalf.
Note: Confirm that Check Technologies has TPA access for the current year and upcoming filing periods. Access can have a prescribed end date or extend indefinitely. Update or renew the access as needed.
Steps to Authorize Check as Your TPA in Washington:
Washington — Labor & Industries (WA L&I)
Required for: Amendments
Note: Check files WA L&I on your behalf; no employer portal action is needed. This process is POA-based rather than a portal TPA grant. To file in bulk, the agency must have Check's authorized Power of Attorney on file, and your configured Experience Factor and Risk Class Codes must match agency records.
- "Applied For" status: If your L&I EIN or PAC Code is listed as "Applied For", this is flagged as a blocker until the actual values exist.
- Enrollment and invalid data: The enrollment file requires your PAC Code, a secret code Check cannot retrieve on your behalf. If your UBI or PAC Code don't match agency records, the agency returns an invalid data error and Check flags an invalid tax ID blocker. Please confirm both directly with the agency.
- Account linked to another provider: Check will send the POA completed during onboarding and request the account be relinked. This works only if Check's POA is signed more recently than the one on file. If ours is older, the agency rejects it, we delete the existing POA, and you'll sign a new one at your next payroll.
- Finding your details: Use the agency verification site (note: PAC Code is not available there). Enter your UBI → click View Details next to Workers' Comp → scroll to Workers' Comp for your L&I Account ID and status → view Workers' Comp Rates for Experience Factor and Risk Class Codes.
