Grant Third-Party Administrator (TPA) Access in Delaware

A Third-Party Administrator (TPA) is an external organization or service provider that manages payroll and employee benefits on behalf of a company. To comply with Delaware Paid Leave (DE PFML) requirements, 7shifts Payroll customers must grant Check (our payroll processing partner) TPA access in Delaware LaborFirst. This enables Check to file your paid leave wage reports and handle related communications with the Delaware Division of Paid Leave on your behalf.

Important: The earliest missing period must be filed before any later wage reports can be submitted. Even after access is granted, Delaware may place a blocker on the current quarter if there are still missing filings on your account. Grant access as early as possible so Check can work through any backlog in order.

Steps to Authorize Check as Your TPA in Delaware:


  1. Go to de.gov/paidleave
  2. Click Access to LaborFirst for Employers
  3. Enter your email and click Next, then enter your password and click Sign in
  4. Click the Delaware LaborFirst tile. 
  5. In the left sidebar, go to Account ServicesManage TPA Access
  6. Click New
  7. In the Third Party Administrator field, begin typing Check Technologies Inc and select it from the list. 
  8. Enter the TPA start date — use the first day of the quarter you began running payroll with Check.
  9. Assign either File/Amend Paid Leave Records or Administrator access. 
  10. Submit. Delaware emails Check to confirm the request, and access becomes active once Check approves it.
